Document Description
The SMUD Poles 1099-1101 Replacement Project (Project) consists of replacing three aging wood transmission power poles with new steel poles that supports 115-kilovolt (kV) overhead conductor lines. The three poles identified as pole structure numbers 1099, 1100, and 1101 are 80 feet, 70 feet, and 85 feet in height, respectively. The new poles will be placed in the same holes as the existing poles at depths of 16 feet, 12 feet, and 15 feet, respectively. The Project will require limited surface excavation to widen the existing holes to allow the concrete/crushed rock base to be properly positioned and set to allow for pole stability. A staging and work area measuring approximately 100-feet by 100-feet will be necessary for construction vehicles and equipment movement at the Project site. Upon completing the installation of each pole, all excavated areas will be backfilled and restored to preexisting conditions.

Reasons for Exemption
SMUD has reviewed and determined that the Project is categorically exempt from the provisions of CEQA pursuant to Section 15302 (Replacement and Reconstruction). Section 15302 states that “Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced…” The SMUD Poles 1099-1101 Replacement Project involves the replacement of aged wood pole in the same location with no expansion of service and therefore is considered exempt in accordance with CEQA Guidelines Section 15302.
