Document Description
The Board of Harbor Commissioners executed a Memorandum of Understanding (MOU) with the Port of Los Angeles (POLA) to provide $340,000 in funding and in-kind services to support the Los Angeles Marine Emission Reduction (LA MER) project. The LA MER project will design, construct, launch, and demonstrate a high-capacity passenger ferry with Tier 4 propulsion engines and a diesel particulate filter (DPF); design, construct, launch, and demonstrate two zero-emission (ZE) capable hybrid excursion boats; and develop a Next Generation Harbor Craft Technology Evaluation.

Reasons for Exemption
The Feasibility and Planning Studies Exemption states that projects involving
only feasibility or planning studies for possible future actions which the agency, board, or commission has not approved, adopted, or funded does not require the preparation of an EIR or Negative Declaration but does require consideration of environmental factors. The MOU would provide funding and in-kind services to support the LA MER project which would demonstrate two different emission-reduction technologies in different vessel types across many duty cycles.

The Common Sense Exemption states that the California Environmental
Quality Act (CEQA) applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that the demonstration projects for which funding would be allocated under
the proposed LA MER project would have a significant impact on the environment, as they would reduce emissions for disadvantaged communities while advancing the understanding of cutting-edge harbor-craft technologies for the future.
