Document Description
Title Continued: 2025 of State Water Project Table A water.
Improvement District No. 4 (ID4) will exchange up to 3,000 af of 2025 State Water Project (SWP) Table A water with Kern-Tulare Water District (Kern Tulare) for an equal amount of Central Valley Project (CVP) water. The SWP water will be delivered to Kern-Tulare at Reach 12E on the California Aqueduct or at other mutually agreeable locations. The CVP water will be delivered to ID4 into the discharge side of Pumping Plant No. 7 in the Cross Valley Canal (CVC) or at other mutually agreeable locations. The exchange of SWP Table A water for Kern-Tulare's CVP water will facilitate in-district delivery of Kern-Tulare's CVP water and provide ID4 an economic benefit by foregoing pumping lifts through the CVC. All other mutually agreeable locations are located within the Kern groundwater basin so that the total water supply to Kern County is not diminished. There is no construction, land use change, or modification to existing facilities; no new lands will be brought into production as a result of this exchange.

Exempt Status
Statutory Exemption
Type, Section or Code
15061(b)(3)
Reasons for Exemption
CEQA Guidelines Section 15061(b)3 provides a lead agency may determine an activity to be exempt based on a general rule that CEQA applies only to projects that have a potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The Agency finds that approval of the proposed water transfer has no possibility of significant effect on the environment for the following reasons: 1. The proposed action consists of a one-time water transfer that will use existing facilities and would not require any construction or grading; 2. The proposed action does not constitute a new permanent source of water supply and will not result in any growth inducing or cumulative environmental impacts; 3. There will be no change in land use.
Exempt Status
Categorical Exemption
Type, Section or Code

Reasons for Exemption
CEQA Guidelines Section 15301(b) provides that a lead agency may determine an activity to be exempt from CEQA in that it utilizes only existing facilities. This transfer involves delivery water entirely within the Agency's service area, and exclusively utilizes existing facilities.
