Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a cannabis retailer license and a cannabis distributor submitted on 3/15/2023 and 4/2/20223 by Catalyst – Bellflower LLC and Distro A LLC, respectively. The Project will consist of a retail cannabis dispensary facility and a cannabis distribution facility at 9032 Artesia Boulevard in the City of Bellflower. An environmental review was conducted of this project in compliance with the California Environmental Quality Act and the City determined the project to be categorically exempt from CEQA. Two separate Resolution documents were prepared for the retail and distribution activities respectively.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing industrial building which is currently used as a cannabis manufacturing, distribution, and retail facility with no proposal for building expansion. The lead agency prepared a separate Resolution for each of the cannabis retail and distribution projects identified in this notice of exemption. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned light industrial. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
