Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Retail commercial cannabis license submitted on November 7, 2024, by Flavors of Antioch, LLC. The Project will consist of a new retail cannabis dispensary with delivery operations. The subject site is a 25,000 square foot lot with an existing 4,057 square foot commercial building built in 1975. The subject site is 0.57 acres, already developed and served by existing utilities and public services. Construction includes tenant improvements and parking lot striping. Tenant improvements include a new lobby, a large retail showroom, secure storage, order processing area, and office space. The business is proposed to operate from 9am-8pm, seven (7) days a week. The business will employ up to thirty-five (35) employees.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption project. Class 32 Categorical Exemptions consist of projects characterized as in-fill development meeting several conditions. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project site has no value, as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
