Document Description
The Colton Joint Unified School District proposes to reconstruct the varsity softball field located in the northwest corner of Bloomington High School and install new field lighting for the shared junior varsity baseball and softball field and varsity baseball field in the southwest portion of the campus. The reconstructed varsity softball field would include a new 20-foot-high chain link backstop and 6-foot-high chain link perimeter fencing, home and visitor player dug outs, bull pens, a batting cage, foul ball poles and netting, natural turf and clay field improvements, and a replacement scoreboard. A new irrigation system would be installed, and four replacement field lighting poles between 60-foot-tall and 70-foot-tall would be installed along the perimeter. Fifteen new 70- and 80-foot-tall light poles would be strategically installed along the perimeters of the shared junior varsity baseball and softball field and varsity baseball field. The District would complete the ballfield improvements by June 2025.

Reasons for Exemption
The project is categorically exempt under CEQA Guidelines Section 15301-Class 1, Section 15304-Class 4, (Minor Alterations to Land) and Section 15314-Class 14, (Minor Additions to School). The Project qualifies for a Class 4 exemption because it consists of a minor alteration of an existing facility, i.e., ballfields at an existing high school; the Project would not result in the removal of healthy, mature, scenic trees. It also qualifies for a Class 14 exemption because it consists of minor additions to an existing facility, i.e., lighting to ballfields at an existing high school, and will not increase the student capacity by more than 25 percent or ten classrooms. None of the exceptions under CEQA guidelines 15300.2 apply tot he Project.
