The MTP/SCS is an integrated land use and transportation strategy for the Sacramento Area Council of Governments (SACOG) region, updated every four years to ensure eligibility for federal and state transportation funding. The MTP is a long-term (20+ year) plan that guides multimodal transportation investments, while the SCS, required under SB 375, aligns transportation, housing, and land use planning to meet California Air Resources Board (CARB) per-capita greenhouse gas (GHG) reduction targets. The 2025 MTP/SCS incorporates regional growth projections adopted in 2022 and prioritizes infrastructure maintenance, smart land use planning, and strategic transportation investments—including highways, bridges, transit expansions, and policies like tolling and congestion management—to enhance regional connectivity and manage forecasted travel demand. If the SCS does not meet CARB’s GHG targets, an Alternative Planning Strategy (APS) must be developed to demonstrate how the GHG targets can be achieved.
