Document Description
The Covina-Valley Unified School District proposes field lighting improvements and the installation of ten lighting poles around the perimeter of the varsity baseball and varsity softball fields on the South Hills High School campus. The poles range in height and include three 60-foot poles, three 70-foot poles, and four 80-foot poles intended to provide nighttime field lighting. The proposed lighting would allow practices, games, and tournaments to extend beyond dusk to satisfy modified program hours, pursuant to Senate Bill 328, which requires all high schools to start no earlier than 8:30 AM and consequently pushes after school activities later into the evening.

Reasons for Exemption
Class 4 applies to the proposed improvements as only minor excavation and trenching would be required to implement the Project. Disturbed surfaces would be backfilled and restored with the proposed facilities. No trees would be removed for Project implementation. Class 14 applies as the Project would improve existing school grounds, including outdoor instructional spaces. The Project would not add new classrooms at South Hills High School, and the school enrollment capacity would remain the same as under existing conditions. Additionally, none of the exceptions listed in CEQA Guidelines Section 15300.2 apply to the Project.
