Document Description
To repair an existing 4’ x 34’ ft. pier and replace joists, decking, and railing, followed by removing a 4’ x 12’ ft. section of the existing pier and 14’ x 28’ ft. deck area, removing 12 pilings and driving 6 metal pilings, and constructing a 3’ x 30’ ft. gangway and 17’ x 23’ ft. covered boatlift with 3’ x 23’ ft. courtesy dock. All work will be performed from the water via a barge or pontoon boat, and no activities would be conducted on land. All work equipment will be stored off-site.

Reasons for Exemption
The County has concluded that no known impacts covered in the exceptions listed in the California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15300.2 would occur from the proposed project based on the following.
With exception of the Clear Lake hitch (Lavinia exilicauda chi), the CNDDB database resulted in no records of any other federal or state listed endangered or threatened animal or plant species. According to the Habitat Evaluation prepared for the Project, Tules are not present within or adjacent to the project area. To avoid impacts to the hitch, the applicant will perform all work within the October 15 to December 31 hitch “work window”. The applicant may request to work outside of the work window; however, an electro-fishing survey conducted by CDFW is required. If hitch is detected, CDFW would either place restrictions on the work or require the project be scheduled for the next work window.
The project site is not on the California Historical Resources list and there are no other known historical resources. Local Native American Tribes were provided an opportunity to comment on this project. Koi Nation responded to the opportunity to comment and discussed the project and their concerns with the County. Based on the nature of the construction and location of the project, it was determined that the project would not have an impact on tribal cultural resources.
Lastly, there are no officially designated state scenic highways according to the Caltrans List of Officially Designated County Scenic Highways. There are no recorded hazardous waste sites according to the State’s Envirostor database. Although there are other lakebed projects that occurred around the lake prior to the proposed project, and some that will occur at the same time and after, the majority would be temporary with no or minimal expansion which sometimes can be associated with an increase of use.
