Document Description
The Crestline-Lake Arrowhead Water Agency (“CLAWA”) and San Bernardino Valley Municipal Water District (“SBVMWD”) Proposed Multi-Year Water Exchange Project (the “Project”) provides a framework for SBVMWD, at the request of CLAWA, to receive excess CLAWA carryover State Water Project (“SWP”) water during periods when CLAWA is unable to accept delivery, and for CLAWA to receive return water from SBVMWD. For every 1 acre-foot of water that CLAWA provides to SBVMWD, up to ½ acre-foot of water may be returned to CLAWA. Accordingly, under the Project, CLAWA may send up to 5,800 AF of its SWP water to SBVMWD in any year that SBVMWD is able to take it, with CLAWA then able to take back half of what it delivered to SBVMWD in a year when CLAWA needs it, but not to exceed 800 AF in any single year without SBVMWD's prior approval. The Project would be implemented on an as-needed basis, consistent with Article 56 and Article 21 of the Water Management Amendment to the SWP Water Supply Contract with Department of Water Resources (“DWR”). The framework would follow the terms and conditions identified in Appendix A of Article 56 of the Water Management Amendment to the SWP Water Supply Contract with the DWR. The Project would not require new construction, and it would not require alteration or improvements to existing facilities. The proposed water exchange would use existing facilities, and there would be no changes to the maximum volume of allocated SWP water to either CLAWA or SBVMWD, no material changes to the operation of the SWP itself, and no material changes to the existing use of CLAWA’s and SBVMWD’s existing facilities. An Initial Study and Negative Declaration were prepared and circulated for a 60-day comment period from January 30, 2025 to March 3, 2025. No comments were received. On April 3, 2025, CLAWA’s Board of Directors adopted Resolution No. 900, which adopted the Initial Study/Negative Declaration, approved the Project, and approved the Long Term Water Transfer Package Agreement between CLAWA and SBVMWD as part of the Project.
