As part of the Valley Rail Program, the San Joaquin Regional Rail Commission (SJRRC) and the San Joaquin Joint Powers Authority (SJJPA) completed an Environmental Impact Report (EIR) for the Sacramento Extension Project in September 2020. The Sacramento Extension Project involves expanding passenger rail service between Stockton and Sacramento along a new alignment using the Union Pacific Railroad (UPRR or “UP”) Sacramento Subdivision. Following coordination with the City of Elk Grove, a station location was identified just north of Laguna Boulevard with primary access (for all modes) via Dwight Road. The station would include a center platform, surface parking lot, pedestrian overcrossing, access improvements, and a new siding (which would also serve as the second track at the station). An EIR for the station and associated improvements (the “Elk Grove Station Project”) was certified by SJRRC, on April 1, 2022. The siding track planned for the Elk Grove Station would be extended further south by 4.7 miles by the proposed Project. The purpose of this extension is to accommodate additional capacity enhancements needed by UPRR as part of the approved Sacramento Extension Project EIR. Therefore, this EIR is being conducted as a supplemental EIR to the Sacramento Extension Project EIR.
