The textual amendments are exempt pursuant to Section 15061(b)(3) of the California Code of Regulations. The project consists of textual amendments to the City of Holtville Zoning Ordinance to comply with state mandates for the development of affordable housing projects. Approval of the textual amendments will not authorize any construction, and all future developments will still require CEQA review and approval. Therefore, it can be seen with certainty to have no potential for causing a significant effect on the environment.
