The project consists of minor grading and installation of an approximately 970 square foot stand-alone prefabricated shed to be used for firefighters to exercise at the following seven fire stations (FS): FS-24 Harbison Canyon; FS-37 Deerhorn; FS-42 Lake Morena; FS-56 Julian; FS-58 Ranchita; FS-62 Shelter Valley; FS-85 Intermountain. The workout sheds will range in height from 12’6” to 17’ and each will require minor grading, a condenser unit and new electrical line connecting to an existing meter panel.

Reasons for Exemption
This project consisting of minor grading and installation of pre-fabricated structures and associated electrical connection are categorically exempt from CEQA pursuant to Section 15301, Existing Facilities as it involves interior and exterior alterations for electrical connections that will not expand the existing use of each fire station and it involves an addition that will not result in an increase less than 2,500 square feet and less than 50 percent of the floor area of each fire station. The project is exempt categorically exempt from CEQA pursuant to Section 15303 New Construction or Conversion of Small Structures as it involves installation of one small, accessory structure not exceeding 2,500 square feet in floor area at each fire station and electrical line extensions of reasonable length to serve the structure. The project is exempt categorically exempt from CEQA pursuant to Section 15304 Minor Alternation to Land as it involves the minor alteration of land and vegetation, which does not involve removal of healthy, mature, scenic trees, which includes minor grading on slopes less than 10 percent and minor trenching and backfilling with surface restoration. The project is exempt categorically exempt from CEQA pursuant to Section 15311 Accessory Structures as it involves a minor structure accessory to each of the existing fire stations. Further, none of the exceptions in CEQA Section 15300.2 apply to this project. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
