Document Description
The California Department of Fish and Wildlife has executed Routine Maintenance
Agreement EPIMS Notification No. EPIMS-RIV-48861-R6, pursuant to Section 1602 of the Fish and Game Code to D.R. Horton (Permittee).
The Project is limited to the routine maintenance of Holland Channel, an earthen trapezoidal flood control channel with a 10-ft wide concrete centerline low flow, and its associated channels (Channel 1, 2 and 3). Maintenance shall be done with the purpose of providing regional flood protection during storm events, retaining original flood design capacity and function, compliance with local fire regulations, and conducting facility inspections. Annually, on an as-needed basis, the Permittee shall perform the following activities:
? Removal of graffiti, sand, silt, sediment, and debris, and other obstructions to flow within the channel and near the following structures: flow gauges, culverts, bridges, storm drain outfalls, drop structures, energy dissipators, and any other transition structures shown on the channel design plans. All sediment removed from this channel will be transferred/disposed of at a designated facility.
? Control of weeds, grasses, and emergent aquatic vegetation on the channel bottom by mowing, hand labor, or use of CDFW-approved herbicide.
? Control and/or removal of woody and herbaceous vegetation with mowing equipment and/or hand labor and tools on channel bottom and side slopes.
? Repair of failed sections or earthen side slopes, rock, riprap or other side slope protections. Any potential surface flowing water will be redirected from the work area when using repair equipment in the channel. Any maintenance shall be confined to the section affected by the failure.
? Grading or other maintenance to address issues with standing or stagnant water for vector control. Vegetation clearing, weed control methods, and channel repairs will be limited to the use of hand tools, mowers, herbicides, excavators, cranes, and bulldozers.
