Document Description
The Plumas-Sierra Telecommunications proposed project would construct approximately 28.7 miles of aerial and approximately 12.3 miles of underground fiber-optic infrastructure off Highway 395 in the Doyle and Herlong communities of Lassen County. The aerial fiber installation will be done on existing overhead electrical pole structures in existing rights-of-way and easements and the 12.3 miles of underground installation of fiber conduit will be done in existing public utility easements considered previously disturbed.

Reasons for Exemption
Under Decision D.22-04-055 and under Resolution T-17826 the CPUC determined that the project planned by Plumas-Sierra Telecommunications would fall within one of several categorical exemptions for CEQA. Section 15301 consists of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or not expansion of existing or former use. Additionally, 15302 and 15303 consist of replacement or reconstruction of existing structures and facilities and new construction or conversion of small structures, respectively. Section 15304 involves minor trenching and backfilling where the service is restored for the underground portion of the fiber optic network occurring underground within the street right-of-way. Additionally, the project would not fall under any of the categories of exceptions described in CEQA Guidelines Section 15300.2.
