Document Description
The SMUD Station H 2304 Offsite Underground Project (Project) consists of installing new 21kV distribution line underground segments that will provide connection between existing distribution line stubs or connection points. The installation of the underground line segments entails trenching a typical 24-inch-wide-by-84-inch-deep channel located within or adjacent to existing roadway right-of-way. However, the channel depth can vary between 48 inches to 84 inches pending on avoidance of existing utilities. The line segment along Richards Boulevard will be approximately 1,113 feet in length and will include the installation of three new pull boxes; two measuring 8-feet-by-14-feet and one measuring 9-feet-by-15-feet. The line segment at the southwest corner of the Bannon Street/North 7th Street intersection will be approximately 33 feet in length and will include the installation of a new concrete PMH pad and PMH pad-mounted gear. The line segment on the west and south sides of the Bercut Drive/Summit Tunnel Avenue intersection will be approximately 268 feet in length and will include one new riser pole along the west side of Bercut Drive. Upon completing the installation of each line segment, all excavated areas will be backfilled and restored to preexisting conditions.

Reasons for Exemption
SMUD has reviewed the proposed action and has identified that it qualifies for an exemption from CEQA pursuant to Section 15061(b)(3) (Common Sense Exemption) of the State CEQA Guidelines (Division 6 of Chapter 3 of Title 14 of the California Code of Regulations). The activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The Project consists of installing new 21kV distribution line underground segments within areas that are urbanized. No special circumstances exist that the proposed Project would create a significant adverse effect on the environment. Therefore, the proposed Project qualifies for the exemption under CEQA Guidelines Section 15061(b)(3) and no further environmental review is required.
