Document Description
The project involves demolition of the existing bridge structure and construction of a new single span design. Abutments will be built outside of the creek channel to minimize environmental impacts and allow full flow in the creek channel. Demolition of the existing structure will require the full closure of Parkside Avenue for approximately three to four months. During this time, vehicle and pedestrian traffic through the project area would detour to surrounding local streets. The proposed demolition and reconstruction of the channel will require work in the creek and the construction will be performed in one summer construction season (April to October). The project will require temporary construction easements and utility relocations.

Reasons for Exemption
The project will replace the existing Parkside Avenue Bridge with a new clear span bridge. The existing bridge was damaged during the winter 2022/2023 State of Emergency storm event declared by Governor Gavin Newsom on January 4, 2023. There is the potential for the existing bridge to fail. Bridge failure will impede emergency vehicle access to the project area, posing an imminent threat to the public. For these reasons, the project meets the definition of an Emergency Project under CEQA Guidelines Section 15269 and the project is exempt from the provisions of CEQA.
