Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-26070-R1C, pursuant to Section 1602 of the Fish and Game Code to Imil Ferrara, representing Round Valley County Water District. The Project is limited to one encroachment. The encroachment is for streambank restoration and revegetation activities on Town Creek. The project will include grading stream aggregates, recontouring the streambed and bank, excavating and filling trenches in the active channel and on the floodplain, and planting live willow and cottonwood within the excavated trenches to protect the bank, maintain floodplain connectivity, and enhance stream habitat conditions. Baffles comprised of graded streambed material and willow will extend into the channel angling downstream along the north bank and at the downstream extent of the south bank. Stream aggregate, coir fabric, and willow plantings will be installed along the 170-foot-long segment of the failing north bank. Additional willows will be planted along both the north and south bank and cottonwood are to be deep planted on the floodplain to create a gallery forest. All work will follow accepted construction plans provided in the Notification. Temporary irrigation lines from the pond immediately to the south of the restoration area may be installed in the streambed at a depth of 1-foot during the dry season. Prior to the rainy season, all associated irrigation lines will be removed to prevent damage from flooding. All plants will be irrigated for a minimum of two growing seasons and the irrigation system shall be completely removed after trees have successfully established. Irrigation will occur at time of construction to keep new plantings alive until the rainy season begins. All existing native riparian vegetation shall be preserved.

The Ferrara Town Creek Stream Restoration Project meets the criteria for categorical exemption type Class 33, California Code of Regulations, title 14, section 15304 because the project is less than five acres and involves the maintenance, restoration, enhancement, or protection of habitat for fish, plants, or wildlife. In-water operations are not permitted. No mature, scenic trees will be affected by this project. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
