AIRPORT WAY FRONTAGE ROAD RESURFACING Project Description Project Location: 520 feet North of Airport Way to North End. See attached Vicinity Map. Project Justification: Airport Way Frontage Road is a two-lane, 32-foot-wide roadway. The original construction and existing structural section are unknown. In 1990 the north end of the road was extended 540 feet with a structural section of 0.2 feet of Asphalt Concrete (AC), 0.5 feet of Aggregate Base (AB), and 0.4 feet of Aggregate Subbase (AS). The road was resurfaced in 1997 with an overlay between 0.15 feet to 0.25 feet thick. The roadway was last slurry sealed in 2017. The existing pavement has heavy alligator and edge cracking throughout the project limits. Scope of Work: The project will consist of: 1. Resurfacing existing roadway (32 feet wide) with 0.25 feet Hot Mix Asphalt (HMA) (Type A). 2. Repairing pavement structural failure areas with full depth 0.25 feet HMA (Type A). 3. Replenishing 4-foot-wide Shoulder Backing: 2 feet (8%) and 2 feet to conform. 4. Constructing 8 feet HMA (Type A) driveways. 5. Conforming grind 4-foot width along gutter. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily industrial. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
