Document Description
The City of Petaluma is conducting a pilot test program at the existing Del Oro Well facility in accordance with the Aquifer Storage and Recovery (ASR) General Waste Discharge Requirements in compliance with the State Water Resources Control Board's Water Quality Order 2012-0010 (ASR General Order). The purpose of the ASR program is to identify the effectiveness of diverting excess surface water for recharge, storage, and recovery of high-quality drinking water from the Del Oro Well. The proposed Pilot Test Project at the Del Oro Well consists of permitting, site preparation, observation well construction (both deep and shallow), and monitoring and reporting. Construction of both deep and shallow monitoring wells. This project will enhance groundwater data and test aquifer storage and recovery operations to inform the design, planning and permitting for a long-term, full-scale ASR project.

Reasons for Exemption
This project is limited to the pilot testing of Aquifer Storage and Recovery (ASR) system at the existing Del Oro Well site. All pilot testing activities will occur within or immediately adjacent to the existing well site and would not affect sensitive or protected natural resources. The project does not involve significant physical changes, and its primary purpose is to gather data for future ASR installations. There is negligible or no expansion of use beyond what currently exists and there are no cumulative impacts, unusual circumstances or other factors that would make the exemption inapplicable. All testing activities including surface water discharge will occur in accordance with the parameters of the Drinking Water Systems Discharge NPDES General Permit. Therefore, this project is exempt pursuant to CEQA Guidelines Section 15306 (Information Collection) for basic data collection, research, experimental management, and resource evaluation activities that do not result in a serious or major disturbance to an environmental resource.
