The proposed project is categorically exempt from the California Environmental Quality Act (CEQA) Guidelines review pursuant to Section 15332, Infill Development Projects, of the CEQA Guidelines. This exemption applies to the construction of a 24,600 square foot professional office building, as it complies with all applicable general plan policies and zoning designation regulations, will occur within the city limits on a 1.20-acre parcel, on a site that is surrounded by urban development and has no value as habitat for endangered, rare, or threatened species. Furthermore, the project will not result in any new adverse environmental impacts related to traffic, noise, air quality, or water quality, on a site that can be adequately served by all required utilities and public services.
