Document Description
Twin Rivers Unified School District (USD) currently owns an approximately
2.7-acre property at 670 Dixieanne Avenue in the City of Sacramento
known as “Sacramento North School” (subject property). The subject
property is currently developed with a building, surface parking, and paved
areas. The subject property is closed and unused. The subject property is
bounded by Cantalier Street to the west, Dixieanne Avenue to the north,
Oakmont Street to the east, and residential uses to the south. Commercial
and residential uses are across Cantalier Street, residential uses are
across Oakmont Street, and commercial uses are across Dixieanne
Avenue from the subject property. See Figure 1, Regional Location; Figure
2, Local Vicinity; and Figure 3, Aerial Photograph.
On February 13, 2024, the City of Sacramento City Council approved
listing the subject property as a Landmark on the Sacramento Register of
Historic and Cultural Resources. The Twin Rivers USD Board of Trustees
declared the subject property as surplus land and listed the property for
sale before it received the local historic designation. No buyer was secured
at that time. Since then, the District has secured a buyer and proposes to
sell the subject property. No physical improvements are currently
proposed or known for the subject property.

Reasons for Exemption
Pursuant to CEQA Guidelines Section 15061 (b)(3), an activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The activity is not subject to CEQA where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
The Twin Rivers USD proposes selling the subject property at 670 Dixieanne Avenue in the City of Sacramento, California. While the existing property has been identified and approved as a local historical landmark by the City of Sacramento, no physical improvements are currently proposed or known for the subject property. In the future, once development is proposed, the future project would undergo CEQA review at that time. Thereofre, since the proposed project does not propose any development and will solely sell the property, the proposed project does not have the potential to cause a significant effect on the environment., the proposed project is not subject to CEQA pursuant to CEQA Guidelines Section 15061(b)(3).
