CONTROL SYSTEMS REFRESH
Overview and Background
The Walnut Creek Water Treatment Plant (WTP) Control Systems Refresh Project (Project) will replace the existing Walnut Creek WTP control systems with modern control system hardware and software. The new control system hardware and software selected will match the components installed at Sobrante, Upper San Leandro, and Orinda WTPs.
Project Purpose and Objectives
The objective of the Project is to increase the operability, reliability, and supportability of the Walnut Creek WTP’s control system.
Project Location
The Walnut Creek WTP is located at 2201 Larkey Lane in Walnut Creek and shown on Figure 1. The Walnut Creek WTP is bordered by Alfred Ave to the East, Larkey Lane to the South, and the Briones – Mount Diablo Regional Trail to the Northwest. The Walnut Creek WTP is just north of Larkey Reservoir. All work will be completed within the existing Walnut Creek WTP facility site.
Project Characteristics
The scope of work includes the following:
• Removing/replacing Controllers
• Virtualizing Servers and Workstations
• Upgrading Network
• Replacing Input/Output (I/O)
• Moving Larkey Pumping Plant to SCADA
• Replacing Uninterruptible Power Supply (UPS) backup power system
• Installing Operator Workstation
• Installing large form factor monitors
Permits and Approvals
No permits are required for the Project because all work will be performed on EBMUD’s Walnut Creek WTP property or easements.
Schedule and Work Hours
Construction is scheduled to commence in May 2025. The estimated construction duration is approximately 15 months. Regular construction work hours will be 7 a.m. to 6 p.m., Monday through Friday.
EBMUD Practices and Procedures
Standard construction environmental and safety practices applicable to all EBMUD construction projects have been incorporated into the Project. These standard practices minimize impacts to the public resulting from EBMUD construction projects.
