The proposed project is located within a disturbed area in a portion of Kumeyaay Valley County Park. The Park is currently used for a mix of active and passive recreation activities including hiking, baseball, and equestrian uses. The project would involve minor improvements to an existing parking area, installation of a new ADA-accessible parking area, fencing improvements, minor grading, an informational kiosk, archery targets, and installation of permeable ADA-accessible pathways and a waiting area to support archery activities. As the Park is already currently used for a variety of active and passive recreation activities and would retain the same operational hours, the proposed project would involve negligible expansion to the former use. The proposed project would involve minor earthwork to prepare the parking area and walkways for the archery range. This project does not involve any removal of mature trees. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
