Document Description
The scope of work will include the installation of 3/4” crushed lava rock at the ‘sink hole’ at the Southwest corner of Zinfandel Bridge (at Napa River). The bridge was impacted by recent rain events and requires an expedited repair. The goal of the project is repairing the sink hole that has developed. Behind the existing wing wall of the bridge, various sizes of rip rap (up to 1 ton) will be installed. The project also proposes to plant willows to help complete the repair. At the road surface, the existing guardrail will be removed and re-installed. The project scope includes implementation of Best Management Practices and traffic control, as well as environmental stewardship to protect environmental resources. Zinfandel Bridge is a historic stone bridge, however, the bridge itself will not be changed or impacted by the proposed repair. The proposed work would fill in a sink hole located at one of the footings of the bridge and no work on the bridge itself would occur. As such, there will be no impact to the existing bridge.

Reasons for Exemption
The proposed improvements would be considered Statutorily Exempt from CEQA pursuant to Section 15265-Emergency Projects, as the repairs are necessary to maintain the existing bridge cross, the failure of which could impact public health, safety and welfare. Additionally, the proposed improvements would be considered Categorically Exempt from CEQA pursuant to Section 15301 Class 1-Existing Facilities, which includes the operation and repair of existing public or private structures or facilities involving negligible or no expansion of existing of former use. The proposed improvements would also be considered Categorically Exempt pursuant to Section 15302, Class 2- Replacement or Reconstruction, which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. A key consideration in the appropriateness of using these Categorical Exemptions is whether the project would be located on the same site have substantially the same purpose and involves negligible or no expansion of an existing use. In terms of negligible expansion, the proposed project will generally take place within the existing bridge’s footprint and footing, and does not include significant expansions beyond existing conditions. Additionally, the County is working to obtain all necessary permits from the Army Corp of Engineers, Department of Fish and Wildlife, and the Water Board and will adhere to any conditions or best management practices required by said agencies
