REHABILITATION (BA-179) (DISTRICT: 5) The project involves approval of an Airport Use Permit for Borrego Valley Groundwater Basin Watermaster and Well Tec Services, Inc. to use a portion of the parking lot at Borrego Valley Airport to perform technical investigation of a County-owned groundwater well. Investigation may include potential rehabilitation of the well to return it to working condition and installing necessary equipment for well monitoring. In accordance with the issued permit, authorized uses shall commence on the Effective Date as approved by County of San Diego Airports Division.

Reasons for Exemption
Section 15301 of the State CEQA Guidelines exempts the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.” The key consideration in applying this exemption is whether the proposed action involves expansion of an existing or former use. The proposed action consists of approval to conduct investigation of an existing groundwater well and install monitoring equipment. Issuance of the permit identified above will not result in an expansion of uses of existing facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
