On May 24, 2022, the State Water Board approved emergency regulations prohibiting the watering of nonfunctional turf with potable (drinking) water at commercial, industrial, and institutional (CII) sites. On October 3, 2022, in response to the State Board’s watering restriction, Western’s Board of Directors approved a pilot community partnership program within its CII customer support programs. Through this program, Western Water seeks to partner with CII customers in high-visibility, accessible locations to offer a cost-sharing opportunity to transform non-functional turn into examples of climate appropriate landscapes within the community. Western Water aims to model leadership in the community, ensure compliance with the State Board’s nonfunctional turf requirement, and inspire others to adopt water-efficient, climate-appropriate landscapes. These visible examples of water-efficient landscapes throughout the community will seek to inspire residential and other commercial customers to replace their non-functional turf. MFAM regularly serves 60,000 members of the local community each year, making the Site a high-traffic area suitable for effective public demonstrations. With the above provisions, Western entered into partnership with the March Field Air Museum (MFAM) by executing a Landscape Demonstration Project Agreement with MFAM to construct a water-efficient landscape courtyard garden right next to the March Air Museum building.
