Tulare Lake Basin Water Storage District (TLBWSD) is requesting approval to transfer up to 10,000 acre-feet of its 2024 and 2025 State Water Project Water to the Kern County Water Agency (KCWA) in 2025 for banking at a ratio of 2:1 in Rosedale-Rio Bravo Water Storage District on behalf of County Sanitation District No. 2 of Los Angeles County (L.A. San). Deliveries will be completed by December 31, 2025. This proposed exchange is designed to enable L.A. San to better manage its respective water supplies. No lands will be fallowed as a result of the exchange and no additional groundwater will be pumped.

Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. TLBWSD finds that approval of the proposed water transfer has no possibility of significant effect on the environment for the following reasons:
