Document Description
The Board of Harbor Commissioners approved a Master Joint Revocable Permit (MJRP) with the Port of Los Angeles and Tesoro Logistics Operations LLC (Tesoro) to maintain and operate 42 active, idle, and/or abandoned pipeline and electrical line facilities on jointly-owned property under and over the Joint Ports' Railroad Rights of Way including the Alameda Corridor, and the former Union Pacific Railroad San Pedro Branch. This agreement will be effective upon last execution by the Chief Executive Director and Executive Directors of the respective Harbor Departments/ports of the cities of Long Beach and Los Angeles and is revocable by either party upon ninety (90) days' written notice to the other parties.

The Class 1 Categorical Exemption consists of the operation, repair, maintenance,
permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project consists of a MJRP to reconcile multiple permits under one new MJRP. The Agreement does not cover installation of additional facilities. Therefore, the project involves negligible or no expansion of existing or former use.
