Document Description
The N. Cedar Street Improvements Project (Project) includes asphalt rehabilitation, drainage improvements, and curb, gutter, and sidewalk installation from W. 4th Avenue south to W. Sacramento Avenue. The Project will also install a landscaped area north of W. Sacramento Avenue between the railroad tracks and N. Cedar Street. The construction of the landscape area will require the removal of one northern California black walnut tree. Other trees in the proposed landscape area will be pruned. The proposed landscape area will then be planted with approximately 18 trees and a variety of shrubs in accordance with the City of Chico’s standard details and specifications. The Project will require the acquisition of permanent and temporary right-of-way (ROW) from 22 parcels and standalone temporary construction easements from an additional five parcels along N. Cedar Street.

Reasons for Exemption
The Project involves improvements to existing public facilities. The Project involves no increase in capacity and serves built-out land uses. The Project area has been previously disturbed, is surrounded by urban uses, and includes existing roadway surfaces in need of treatment/rehabilitation. There are no unusual circumstances leading to a reasonable possibility that significant environmental impacts will result from the Project. Therefore, the City finds that the Project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Section 15301 (c).
