Document Description
The proposed project involves the repair of the Trust Office Building’s Roof and proposes that all roofing, including but not limited to the building’s historic mission clay tile, sheathing, insulation, mastic, and fasteners would be removed. The roof gutters would either carefully be removed for reuse or adjusted to accommodate the roofing work. The historic clay tiles would be carefully, temporarily removed and stored for reuse. The clay tiles would be reinstalled when the new watertight underlayment has been installed and any missing or broken or otherwise deteriorated clay tiles that cannot be reused would be replaced with new tiles matching the historic ones in design, color, texture, and material. Any of new wood trim would be painted to match the existing trim, and all visible roof vents, pipes, conduit, and flashing would be painted to match the roof tile color. The roof gutters would be repaired and readjusted or installed upon the re-roofing.

Reasons for Exemption
The project qualifies for Class 1 exemption which allows for repair, maintenance, or minor alteration of existing structures where it involves no or negligible expansion of use. The Metro State Hospital is a historic era facility, and the Trust Office Building is a contributor to the Norwalk State Hospital Historic District, which is a historic resource on the master list. However, the project as designed meets the Secretary of the Interior’s Standards for Treatment of Historic Properties and therefore will not adversely affect the historic resource. The State has confirmed no exceptions to the exemption apply.
