Document Description
The proposed permitting activity is to abandon one well located on an existing offshore platform (Platform Esther) located ~2 miles offshore near Seal Beach, California along with 29 other active wellbores and associated equipment for oil & gas production. The proposed activity will take approximately five days to complete. There will be no new seafloor disturbance associated with the permitting activity. Temporary equipment for the permitting activity will be relatively minimal as most of the needed equipment is already in place to service the existing wells. Additional temporary equipment will consist primarily of cement pumping equipment. No new permanent equipment or facilities will be constructed. All waste materials generated will be properly disposed of in accordance with applicable laws and regulations. The activity being permitted by the California Geologic Energy Management Division (CalGEM) is within the scope of the Standard Oil Company Belmont Offshore Field W 9741 Negative Declaration (ND). The proposed permitting activity, the abandonment of one well, is addressed in part in the ND page 1, indicating that “[o]perations on the filled island will be essentially the same as those performed onshore”, as well as on page 2 of the ND, which states “[t]he project will be conducted in accordance with the procedures for drilling and production operations, and rules and regulations of the State Lands Commission and the State Division of Oil and Gas.” CalGEM, as the CEQA Responsible Agency, approved a permit for DCOR, LLC to abandon the well listed below, in the Belmont Offshore Oil Field in Orange County.
