Document Description
The proposed permitting activity is to rework one existing waterflood well to repair suspected casing damage and return the well to injection. This wellbore is located on an existing offshore platform (Platform Esther) located ~2 miles offshore near Seal Beach, California along with 29 other active wellbores and associated equipment for oil & gas production. The proposed activity will take approximately 10 days to complete. There will be no new seafloor disturbance associated with the permitting activity. The permitting engineer’s notes for CEQA review (PENCR) form indicates the proposed activity remediates a known integrity issue, and the work is only to remediate/repair after mechanical integrity testing (MIT) failure. The activity being permitted by the California Geologic Energy Management Division (CalGEM) is within the scope of the Standard Oil Company Belmont Offshore Field W 9741 Negative Declaration (ND). The proposed permitting activity, a rework to repair/remediate integrity issues, is addressed in part in the ND page 1, indicating that “[o]perations on the filled island will be essentially the same as those performed onshore”. CalGEM, as the CEQA Responsible Agency, approved a permit for DCOR, LLC to rework the well listed below, in the Belmont Offshore Oil Field.
