Document Description
The project will issue a Right of Entry Permit (ROE) to the Morro Bay National Estuary Program (MBNEP) to access the Morro Dunes Natural Preserve to perform exotic plant [ice plant] removal in both the City of Morro Bay owned sandpit and the State Parks owned sandspit. Access limits and conditions and project requirements, monitoring, and mitigation measures have been proscribed in the ROE permit. All work will comply with the Endangered Species Act (ESA), the National Environmental Policy Act (NEPA), the California Environmental Policy Act (CEQA), U.S. Fish and Wildlife Code, California Fish and Game Code, and all other applicable laws and regulations.

This project consists of minor alterations in land use limitations in areas with an average slope of less than 20% that does not result in any changes in land use or density and is included as “issuance of right of way” and “issuance of permits” in the Department of Parks and Recreation’s list of exempt activities in accordance with CCR §15300.4
