Document Description
The Butte Creek Hazard Tree and Hazardous Fuels Reduction Project is funded by Cal Fire to reduce hazardous fuels from around private infrastructure and remove dead and dying roadside hazard trees resulting from the 2020 God Fire in the Butte Creek subdivision. The project will serve to assist landowners in reducing hazardous fuels from around their homes and access roads to decrease fuel continuity, alter wildfire behavior, reduce the risk of catastrophic wildfire and help provide safer ingress and egress. Removing dead and dying roadside hazard trees resulting from the 2020 God Fire will further provide safe ingress and egress as the large trees often block access for the landowners to reach and leave their properties. The proposed project benefits local landowners, first responders, and emergency resources.

Reasons for Exemption
This project fits under Categorical Exemption: 15304 Minor Alterations to Land (Class 4) which allows minor alteration of vegetation including fuel management activities to reduce the volume of flammable vegetation and hazard tree removal so long as it does not involve the removal of healthy, mature, scenic trees and the activities do not result in the taking of endangered, rare, or threatened plant/animal species or cause significant erosion and sedimentation of waters. The proposed project has been designed to protect private infrastructure, hydrology, and water and soil resources to prevent significant erosion of sedimentation of waters. The project, as designed, is consistent with the use of a categorical exemption. Field review confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. Environmental review consistent with California Enviornmental Quality Act has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland or timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation or traffic, utilities and service systems, soils, or to wildfire. The project is designed to protect private infrastructure from wildfire and provide safer ingress and egress for landowners, first responders, and emergency resources. The project will have no significant adverse effects on the environment.
