Document Description
Installation of an above-ground 12,000-gallon Jet A Fuel Tank (AST 'B') at the location of the existing 1 00LL tank (AST 'C'). AST 'C' would be relocated on a new concrete foundation north of its current location. Removal of existing tank foundation and construction of new foundation for AST 'B.' Above ground fuel distribution piping and connections would be made between AST's and the existing fuel distribution system. Installation of a 200-gallon per minute pumping skid for AST 'B' with above ground piping and connections and to include spill containment features. Installation of bollards and a new concrete containment pad for fuel tanker offloading. Excavation is anticipated to be up to 7-feet deep for the drainage components, previous excavations of up to 7-feet deep in 1997 were made during the original drainage system installation and parking lot construction.

It is a project over which Plumas County can only exercise ministerial authority and is proposed to be carried out by Plumas County. Further, other ministerial permitting requirements, in addition to regional, state, and federal regulatory standards and regulations, including required compliance with FAA Order 1050.15[B], Fuel Storage Tanks at FAA Facilities, and with applicable US Environmental Protection Agency (EPA) regulations, 40 CFR parts 112, 280, and 281 would serve to address potential environmental effects.
