Document Description
The Burlington-Scarface Hazardous Fuels Reduction project is funded by Cal Fire to reduce hazardous fuels along forest roads and the Burlington Santa Fe Railroad for the protection of federal and private forest lands and roads. The project will serve to assist first responders and fire fighters combat wildland fires, reduce wildfire intensity, contribute to the continuity of federal and private fuel reduction efforts, and protect forested lands of California from the risk of catastrophic wildfire. The proposed project benefits local landowners, first responders, and emergency resources.

Reasons for Exemption
This project fits under the categorical exemption 15304 minor alterations to land (Class 4) which allows minor alteration of vegetation including fuel management activities to reduce the volume of flammable vegetation and hazard tree removal so long as it does not involve the removal of healthy, mature, scenic trees and the activates do not result in the taking of endangered, rare, or threatened plant/animal species or cause significant erosion and sedimentation of waters. The proposed project has been designed to protect private infrastructure, hydrology, and water and soil resources to prevent significant erosion or sedimentation of waters. The project as designed, is consistent with the use of a categorical exemption. Field review confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. Environmental review consistent with California Environmental Quality Act has concluded that no significant environmental impact would occur to aesthetic, agriculture and planning, mineral resources, noise pollution and housing, public services, recreation, transportation and traffic, utilities and services, soils, or to wildfire. The project is designed to protect private infrastructure from wildfire and provide safer ingress and egress for landowners, first responders, and emergency resources. The project will have no significant adverse effects on the environment.
