Document Description
The project location is a ranch near Fort Bidwell in Modoc County and consists of planting approximately 120 woody riparian plants (i.e. Willow, Cottonwood, Oregon Ash) and the installation of approximately 3,000 feet of barbed wire fencing with a bottom smooth wire built to NRCS wildlife friendly specifications. The fencing will allow for managed grazing within the riparian areas being planted. The purpose of the project is to improve wildlife habitat and contribute to the landscape goal of biodiversity conservation. The total project area is approximately 5.87 acres, and the area of ground disturbance is estimated at 0.03 acres.

Reasons for Exemption
Class 4, CCR Section §15304 consists of minor public or private alterations in the condition of land, water and/or vegetation which does not involve the removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Furthermore, in accordance with CCR Section §15300.2, a Class 4 exemption location must be considered for significant impacts. An Environmental Review Report for an Exempt Project was prepared for the proposed project and it was determined that the project will not have a significant impact on the environment, and the objectives of enhancement and restoration of wildlife and pollinator habitat, and the implementation activities as designed for this project, will result in minor alterations to land and vegetation, and therefore fit within the CCR Section 15304 exemptions.
