Document Description
The project would add a Wind-Aided Intensive evaporation system (WAIV) to the exiting leachate impoundment pond at the Neal Road Recycling and Wate Facility (NRRWF). The WAIV consists of multiple vertical "sails" that allow for a large area for evaporation within a limited footprint. Wind passing through the sails causes rapid evaporation. The WAIV will aid in evaporation at the existing impoundment pond.

Reasons for Exemption
The project would add small equipment to the existing leachate impoundment pond at the NRRWF. The system includes two evaporation units (80 x 20 feet) and one 2,000-gallon water tank installed on a cement slab. The system will connect to the existing electrical service to pump water from the pond through the WAIV. All improvements will be located within the existing fence line of the NRRWF. The project will not increase the capacity of the NRRWF, but will increase efficiency of the existing facilities. None of the exceptions listed in Section 15300.2 apply to the project, as documented in the project record.
