Document Description
The Alameda County Flood Control and Water Conservation District (District) owns and maintains a section of San Leandro Creek (Line P) within the City of San Leandro. Following significant storm events in December 2022 and January 2023, three areas along the creek experienced bank failures. These areas, located along the north bank of San Leandro Creek, include approximately 50 feet behind 1073 Lee Avenue, 70 feet behind 1045 Lee Avenue, and 95 feet behind 881 St. Mary’s Avenue. The Project proposes to repair the failed creek banks by removing unconsolidated slide material and detritus, approximately 1,100 cubic yards, shoring the bank toe-of-slope, and re-establishing the creek bank with imported material at each slide area. The Project includes the construction of approximately 3,600 square feet of vegetated soil lifts at the base of the slope, 220 linear feet of sheet pile shoring behind the soil lifts, 850 cubic yards of crushed rock behind the sheet pile, and 7,500 square feet of geocell with natural earth material over crushed rock. Live stakes will be embedded in the vegetated soil lifts to further stabilize the bank and promote vegetation growth. All disturbed channel banks will be finished with erosion control fabric and broadcast seeding. The project will remove six trees; mitigation trees will be re-planted onsite. All work will take place within the District's right-of-way. The Lee Avenue locations will be access via a temporary access road across the channel bottom to facilitate the movement of machinery and materials from the south bank to the north bank of the creek. Throughout the project, water pollution control measures and best management practices will be implemented. Before construction begins, temporary flow diversion systems (either gravity or mechanical) will be installed to maintain continuous creek flow around the construction sites. Water from upstream of the diversion will be conveyed downstream. Once the project is completed, the diversion will be removed, and the natural flow of the creek will be restored. The primary goal of the project is to stabilize the failed creek banks, restore the creek bank to prevent further erosion, and enhance flood control protection for the surrounding community.
