Reasons for Exemption
The Memorandum of Understanding (MOU) between the County of Fresno and the City of Fresno is an administrative and policy action providing for the sharing of tax and fee revenues between the City and the County. The MOU does not provide for new development or development entitlements. The MOU deals with the financing of local government services. It does not create new taxes or fees, and it does not provide for or create any new government services. It does not change the territory of the County or the City. The approval of the MOU does not commit the City of Fresno, the County of Fresno or LAFCo to any definite course of action. It does not dictate how funds will be spent, or in any way narrow the field of options and alternative available to the agencies. There is no binding commitment to spend public funds in a particular manner. There is no specific project, as defined in CEQA, which will result either directly or indirectly in a reasonably foreseeable manner from this amendment.
