Document Description
The California Department of Fish and Wildlife has amended Streambed Alteration Agreement No. 1600-2019-0226-R5 (Agreement), pursuant to Section 1602 of the Fish and Game Code to The City of San Diego Stormwater Department as represented by Philip Lizzi (Permittee).
The amendment allows for changes to the limits of work at two Municipal Waterways Maintenance Plan (MWMP) facilities included in the Agreement, Alpha 1 (5-05-006) and Ocean View 1 (5-05-008), which are a part of the South Chollas Creek – Southcrest facility group. The new limits result in a modification of overall impacts that could now result in disturbance to 63.03 acres of stream, consisting of 38.89 acres of concrete-lined channel, 8.14 acres of unvegetated natural channel, 7.16 acres of disturbed wetland, 0.93 acre of coastal salt marsh, 1.67 acres of freshwater marsh, 0.18 acre of oak riparian, 3.76 acres of riparian forest/woodland, 1.59 acre of riparian scrub, 0.13 acre of eucalyptus/ornamental, and 0.59 acre of disturbed land.

Reasons for Exemption
The addition of the new limits of work does not increase the designed conveyance capacity of the stormwater facilities. The overall project is being undertaken by the City of San Diego which has adopted the MWMP which includes requirements to minimize impacts from construction equipment, debris, sediment, and pollutants. Finally, the overall project is not likely to result in adverse impacts to cultural
resources.
