The Castaic Dam Tower Debris Mitigation Project qualifies as exempt per Section 15269(b) for emergency repairs necessary to maintain services essential to public health, safety or welfare. The project will mitigate the complete loss of water deliveries from Castaic Dam to Southern California in the event of a 1,000-year seismic event. The project will maintain the Castaic Dam outlet works operable for continued water deliveries in the event of such an earthquake by installing a dogging mechanism and trashrack to prevent debris from blocking and damaging the outlet works.
