Reasons for Exemption
Approval of this project is consistent with the General Plan because the street extension is to accommodate growth as identified in the Visalia 2030 General Plan. The roadway extension is also called out in the General Plan. An environmental impact report (EIR) has been certified (i.e., City of Visalia General Plan Program EIR certified by Resolution No. 2014-37, adopted on October 14, 2014); therefore, the project is ministerially exempt under the findings of State CEQA Guidelines Section 15183.
