Document Description
Irvine Ranch Water District (IRWD) and Serrano Water District (SWD) have executed a Water Service Reliability Agreement (Reliability Agreement), under which IRWD will provide supplemental water to SWD using treated water from the Howiler Water Treatment Plant (HWTP) that is sourced either from native water from Irvine Lake and/or raw water from Metropolitan Water District. The Reliability Agreement calls for IR WO to supply water through the existing HWTP facilities until it is able to construct an interconnection between IRWD's and SWD's potable water systems, which interconnection pipeline would be less than one mile in length. After the interconnection is complete, IRWD will provide SWD potable water through the pipeline.

Reasons for Exemption
IRWD's provision of supplemental water to SWD as contemplated in the Reliability Agreement described above is exempt from the California Environmental Quality Act (CEQA) because the actions will involve the continued use of existing facilities, with negligible or no expansion of use beyond that currently existing, as authorized under the California Code of Regulations, Title 14, Chapter 3, Section 15301 (Class 1 "Existing Facilities"). Class 1 exempts from CEQA review any project for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use beyond that existing at the time of the lead agency's determination. IRWD will initially supply SWD with supplemental water using existing facilities and at the same level of service that SWD currently enjoys, and there would be no change in the existing uses or expansion of the facilities. In addition, pursuant to Section 153 00.2 ( c) and 15301 of Title 14 of the California Code of Regulations, there are no unusual circumstances in respect to the proposed project for which staff would anticipate a significant effect on the environment. The construction of the proposed interconnection pipeline installation connecting IRWD's potable system to SWD's potable system is statutorily exempt under Section 21080.21 of the Public Resources Code, because the pipeline will be less than one mile long.
