The City reviewed the environmental impacts of the proposed Project pursuant to the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines § 15301 (existing facilities), exempts activities that involve negligible or no expansion of existing or former use. This activity would allow an automobile sales use at an existing building and does not involve any new construction. Accordingly, this activity involves a negligible expansion of the proposed use, and no further review is required.
