Reasons for Exemption
The City's Zoning Ordinance is a tool for implementation of the goals and policies of the General Plan. The Project intends to update, provide clarity, and amend the ordinance codes for consistency with current State and local requirements as reflected in the General Plan. Implementation of the General Plan was determined to result in a less than significant impact with implementation of mitigation measures as found in the certified General Plan Environmental Impact Report and the adopted Mitigation Monitoring and Reporting Program. The updates proposed by the Project will not have a significant effect on the environment; therefore, the activity is not subject to CEQA under the common sense exemption. The purpose of the Zoning Ordinance is to provide a zoning map and associated regulations to guide the physical development of Tulare in such a manner as to progressively achieve the general arrangement of the land uses described and depicted in the General Plan and guide development so that it is consistent with the General Plan. The proposed Zoning Ordinance updates would be consistent with the General Plan.
