Document Description
The project proposes to authorize existing vegetation consistent with the approved Vegetation Variance as described in “Supplement to Standard Operation and Maintenance Manual Sacramento Flood Control Project, Unit No. 124, June 2023.” The vegetation consists of oleanders along the waterside of the left bank of the Sacramento River in Reclamation District No. 1000. This is also a “name change” permit and includes conditions that are consistent with current flood control standards and policies of the Central Valley Flood Protection Board. This permit supplements Permit No. 13282-A GM that was issued to Thomas C. Westley on July 22, 1982, to construct 47 linear meters of 0.91-meter-high concrete block fence along the levee crest on the waterward slope of the left bank of the Sacramento River.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the permitting of existing private topographical features, involving no expansion of use. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
