Document Description
This project consists of rehabilitating the roadway by ensuring safety countermeasures are addressed and provides efficient transportation of agricultural goods throughout the County of Tulare. Improvements will be made along Terra Bella Avenue (Avenue 95/96) near the unincorporated community of Terra Bella between Park Drive and Road 192 and between Road 208 and State Route 65. Rehabilitating the roadway consists of a combination of isolated pavement repairs followed by an asphalt overlay. A portion of Avenue 96 from Park Drive to School St. will require partial milling of existing asphalt materials followed by the application of new asphalt material surfacing. Resurfaced roadways will receive new traffic stripes and pavement markings along with corrective work to be performed on the shoulders of the roadways. These improvements will provide a public benefit by improving the safety and security of the public by improving the transportation infrastructure for the general population in the region and motorists using these facilities.

Reasons for Exemption
This action is consistent with Class 1 Section 15301, Existing Facilities (c), as activities associated with the project will include replacement of existing facilities with negligible or no expansion of capacity. Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section 111. CATEGORICAL EXEMPTIONS Class 1: Existing Facilities (c). As such, Sections 15301 (c) and 15300.4 are applicable and appropriate for this project
