Document Description
The project consists of installation of a new power pole and water tank, and replacement of damaged structures. Project work will be conducted in three phases: Phase I will include the installation of a utility pole by AT&T to temporarily provide power to the site. The hole needed to install the pole will be dug to a depth of 8 feet and will be 24 inches in diameter and will be dug in imported fill soil that has been previously disturbed from the construction of the communications facilities and the lookout auxiliary buildings. Once the hole is dug, the utility pole will be set, and the gap will be filled in. Pole installation will be done utilizing a Digger Derrick/pole setting truck. The power pole will be a temporary solution until Phase III is complete. Phase I is expected to be completed in Fall-Winter of 2024. Phase II will include the removal of infrastructure that was damaged during the Park Fire. The garage, electrical infrastructure, privy building, and associated hazardous materials will be removed by contractors to make reconstruction of new infrastructure possible. The contractors will utilize heavy equipment (excavators) and dump trucks to remove damaged material from the site, and haul to the appropriate refuse area. Phase II is expected to be completed in the Spring of 2025. Phase III will include the reconstruction of the garage, electrical infrastructure and privy building, as well as installing a new 2,500-gallon water tank. AT&T will place a new 10-foot X 6-foot manufactured building on the existing garage foundation utilizing a crane and connect the building to the electrical infrastructure. A crane will also be utilized to install the water tank on top of the garage foundation. The original water tank was inside the original garage, and the new water tank will be outside of and adjacent to the new garage on the same foundation. The privy building will be reconstructed within the same footprint as the old and will consist of a 4-foot X 5-foot lumber construction building with a metal roof and siding. Phase III is expected to be completed in the Spring-Summer of 2025. The project is anticipated to take approximately 8-10 days for all three phases.

This project fits under portions of Class 2 § 15302 - Replacement or Reconstruction & Class 4 § 15304 - Minor alterations to Land Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland or timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation or traffic, utilities and service systems, or to wildfire. Documentation of the environmental review completed by the Department is kept on file at CAL FIRE’s Tehama-Glenn Unit Headquarters.
